Why is it that when a horse has white around his eye that means they will have a blue eye?

A: Horses with white hair and pink skin around the eyes often, but not always, have blue eyes. This is because pink skin and white hair is produced by a lack of pigment, and blue eyes are caused by reduced pigment in the iris layer of the eye. This is common in bald and bonnet-faced horses. However, there is a high degree of variability of eye color in Paint Horses. Some bald faces horses
with pink-rimmed eyes have brown eyes; conversely, dark-rimmed eyes (dark eyelids) can be associated with blue eyes. It all depends on how much melanin, or pigment, is produced in the iris.
